Light flickering and blinking on and off on the corner of 18th Ave S. and park road( on property of 8806 18th Ave. S.)

From Adams St to Roger St along 5th St there at least 4 overhead street lights out which I observed on the way into town. In addition I observed 3 non-overhead lights out. if there is a time when all the street lights everywhere in the city should be working it is during a dark winter night.
