resident consistently sets trash out with no stickers or puts cash on bag for crew to take trash. No sticker, again. Has been told will not be picked up w/ money sat out with it and will not be picked with no stickers.

Neighbor at 1208 says there is bagged trash in the alley between his house and 1212 -- the neighbor at 1212 is dumping the trash in the alley. He found a piece of mail that indicated it was the neighbors trash.
