Other/trash: notice last week told her she had to have stickers on bags - not trash can. She put sticker on bags than put them into trash can, got notice she had no stickers.

This morning I was bringing my bins up from the curb and this was the state of my garbage can. The handle on my recycling bin was also broken a few weeks ago. It is still in functional condition. Is it possible to get a replacements for the bins? Thank you
