Tenants moved out and left a pile of trash in the front of the house, but the "landlord" does not respond to complaints (Jeff Jones, Pendragon). Can the City do anything about it?

My trash was not collected this morning. (5-6-25) this is the second time it has happened it first happened on 4-22-25. My trash lid is closed and the waste is in bags. The can is always put right at the end of my drive (which ends on the road on Adams St). I just want to know why this is happening and what I can do to keep it from happening in the future. I pay to have the trash collected so I would rather not have to load it in my truck and pay again to have it disposed. Thank you.
