These hand rails stick into the public sidewalk - a pedestrian not paying attention could run into these or a bicyclist could really have a collision with these. In at least two places. And they have put reflective tape on them which seems to indicate past problems.

Should a blind person walk thru here, they wouldn't see it and would be "clotheslined"
