My neighbor at 803 Parmon has started throwing rotten food out in his yard. I'm not talking about bread I'm talking about trash, rotten fruit and the such. It has gotten to the point where the animals are dragging it to the street and to my yard. There also the concern of rodents and with warmer weather coming the door will be horrible.
