For about a year the apt complex across the street (1216 S. Stull Ave.) from Mr. Branham has had 3-4 trash cans with out lids on them sitting out all the time and it keeps blowing trash all over the neighborhood, his yard at 1219 S. Stull and all over his neighbors yard at 1217 S. Stull.
