Investigated the area. It is a low area. P.W. project to rework the 6th and Hopewell pond included regrading the ditch east of 1530 and building a new headwall arount the culvert uinder 7th. Mr. White's backyard is flooding because it is the lowest point in a drainage basin. There is nothing the City can do to in\mprove his situation.
