Phone Call: Subscriber is supposed to receive cable guide with his service. Has not been getting it and was told by TCI that they could not mail it to a PO Box, so they would credit him $1 per month. The credit has now stopped also. Wants to know why TCI can't send the guide to a PO Box and how they plan to remedy the problem since he is paying for the guide.
