Called owner. He has been cleaning out the house. Three truckloads so far, but not of garbage. No food or anything in the house to attract rats. Old appliances mostly. I let him know weeds need trimmed. He said he needs to get city to repair water which backs up into basement or he will not be able to turn furnace on. They are working on the property.
