Phone Call: The dumpster behind the Japanese Restaurant at 8th & Walnut Street is overflowing. This has been going on for 3 weeks. Trash is blowing everywhere and there are dead rats laying around.

The dumpster enclouser had been cleaned out. there is a small roll-off in the parking area that is close to overflowing. But the rest of the trash had been taken care off.
