Called owner, Russell Pleasant 530-758-7717 or 916-798-9616. He said he had rebuilt the wall but because city had removed a tree near the property, the wall is now being hit by vehicles trying to make the turn. Called him back and LMOM for him to call Roy Aten in engineering, who has spoken with him before.

Did not note any trash. Wall is falling down, and there are blocks on the sidewalk. This would need to be addressed as a rental complaint. I will call owner and see if I can get owner to take care of it.
