The report graffiti button on your mobile version is a dead link. On the full version it will not allow you to click 'choose file' for upload a photo (including this form I'm sending)

The choose file on this page seems to be fine: http://bloomington.in.gov/sections/viewSection.php?section_id=551 On the mobile site, I must have committed some change I didn't mean to. Will look into it.
