Phone Call: Received a call today about a parking issue on 15th Street between Jackson and Madison. Caller says a new house has been built on that street and the homeowner parks a black truck in front of the home...reducing the narrow street to only one lane. He believes the homeowner is parking legally, but is concerned that it may be a safety issue during bad weather.
