Biking & Walking:
On the ramp east of the bypass that leads to the 8th street underpass there are two big black ropes hanging from a tree, right at face level for a cyclist. I nearly got smacked in the face with one as I was traveling down the ramp to go west under the bypass.

This is INDOT ROW and Milestone and INDOT are aware of the rope. This is a resident that is protesting the bike lane.

I know this is the state right of way but maybe someone can do something about the ropes
