Other: This next issue is tricky, there is no one location, but is rampant in our town, as I too am guilty of this practice for my residence. When commercial lawn care people mow along public streets, they discharge the grass clippings into the road, and often do not remove the yard waste, thereby clogging storm drains. I'm sure, we the private residents have a sense of entitlement and are the worst culprits at this impediment to proper drainage. So, my only suggestion is education. I know that most do not contemplate the consequences of their actions unless an awareness is made prevalent. Please let me know how I too can help reduce that issue. PS. I suppose if it is not a true concern, please advise me to that as well.

Citizen was notified by e-mail. I provided this individual with information about current and upcoming public awareness/education programs as they relate to the stormwater system. I told him CBUD is not aware of any specific issues as they relate to clogging storm drains and pointed out CBUD has a regular maintenance schedule for removing debris from the opening of storm inlets in its stormwater system. Lastly, I advised him that residents and businesses are encourage to inspect storm drain inlets in their neighborhoods or areas, and are to report any concerns to CBUD.

I sent the following to this individual on 5.23.13 Thank you for your inquiry and interest in the stormwater system. The City of Bloomington Utilities Department conducts public awareness/education programs about what is allowed to be released into the stormwater system, including the Storm Drain Marking Program. In the initial stages is a program called “Adopt a Stream”. Volunteers will adopt a section of a stream in Bloomington and then help protect its integrity by removing litter and inspecting it for illegal discharges. Kriste Lindberg is the contact for both of these programs at lindberk@bloomington.in.gov. Public education regarding the proper handling of grass clippings as it relates to water quality is available at the Monroe County Solid Waste Management District’s website at gogreendistrict.com. The City of Bloomington Utilities Department is not aware of any specific issues with respect to grass clippings obstructing storm drains it maintains. CBUD crews conduct a regular maintenance schedule of removing debris from the opening of storm inlets in the City stormwater system. Residents and businesses are encouraged to inspect storm drain inlets in their neighborhoods or areas, and advised to contact the City of Bloomington Utilities Department at 812-349-1444 if there is a concern. However, they should never remove the inlet grate from the storm drain opening as it would create a hazard.
