the following was e-mailed on July 16: Dear Allison, Two City of Bloomington departments, Parks and Planning, would have a role to play in considering your request and approval by the State of Indiana Division of Water for construction in the floodplain or floodway may also be required. The Parks department and Park Board must approve any constructed trail connection to the Goat Farm property. With developed access points at the Winslow/High/Rogers Roundabout and Olcott Park parking lot, and some concern about the possibility of more than one "private" trail connection being requested, your proposal would not likely be supported, but we available to discuss the details of your request if you would like to pursue it. The Planning department regulates construction on steep slopes. They also oversee stringent ordinances for erosion control and any/all construction in the floodplain or floodway fringe of which a portion of any connecting pathway to the Goat Farm would require. If the trail were to be built in the Jackson Creek floodplain, or require a bridge over Jackson Creek, a State permit through the DNR, Division of Water would also be required. Permitting, construction in a floodway, steep slopes, and controlling public park property access points are all rather weighty issues that would need to be addressed regarding your request.
