Other: On the updated parksmart page: "The first three hours of parking are free in the following locations: Walnut Street Garage, Fourth Street Garage, 4th and Washington Lot, 6th and Lincoln Lot, 3rd and Washington Lot". The garage listings in the next section do not reflect this and just give hourly rates. Please clarify on this page which is correct - whether the first 3 hours are free or not, as it will help residents and visitors decide where to park for planned trips to downtown. Thank you!
