Other: Timing of the College/Walnut & 45/46 traffic signal is off. Commuting home from work 9/17 traveling west at 5:15, traffic was backed up past Dunn St. Commuting to work 9/18 traveling east at 8:15, traffic was backed up past Kinser Pk. I sat through three red lights before making it through the intersection. This is not typical for the intersection and is not an efficient flow of traffic.
