Other: What are the requirements for residential living quarters in a commercial building. There is a person with living in the Fell Building at 4th & Rogers. There is no door other than a overhead door for entrance & exit from his loft.

My response to John's email from 12/18/13. John: Anyone can work in the creative field - even electricians. In any case, per our Housing and Neighborhood Development Department, the city defines where an individual is living as where they are legally domiciled, which may or may not be where they spend a majority of their time. For example, an accountant would not be considered as living at their office if they happen to pull an all-nighter (or even take a nap) around April 15, so as they maintain legal residence elsewhere. It's no different with artists or creative folks in this particular space. Please let me know if you have additional questions on this. Best, Miah
From John in response to my email to him from 12/17/13: The electrician living there is not a artist, he has warehouse space and lives in the loft he built without any permit. Is there not any fire codes requiring exit doors or windows? He is there all night and most of the days. He installed the new electrical service to the building.

I tried to contact you via phone but did not get you, and as I'm leaving for the holidays on Thursday, I wanted to be sure your inquiry received a response. Per our conversation with the landlord, the lofts at I Fell are being leased and utilized as artist studio work spaces and as such are operational 24/7 - and many artists, do, in fact, work well into the evening, early morning, or very early morning hours.
