Other: I live at 913 W. 4th St. The alley that runs between my yard and Rose Hill Cemetery has not been plowed or treated in any way since the first December snow. It is pretty much a sheet of ice now. Although not a heavily driven alley, it is used by pedestrians frequently, and I've seen several over the last week slip and fall. It's also very difficult to drive on.
