This is not an issue CBU can fix because of how the house was constructed. This is a registered rental so I don't know if you can help this person.

I checked this area this morning and the house sits in a hole and the water coming off the street is not the problem. The basement door is lower that much of the area around the house and water is going to go to and stay in this location because of how the house was built relative to all the surrounding land. This is a rental and I forwarded this issue to HAND because it is an issue between her and her landlord.
