Email: Christine emailed the following: I am writing to ask if you could give me an update on what is being done about the storm water management around my property. Spring is coming soon and we inevitably get hit with a lot of rain and runoff.

We are going to incorporate storm work into a neighborhood improvement project this year. I am closing the case since we will be addressing the problem.
I am still working to develop an acceptable plan based on field information but have been unable to complete the work due to other pressing Utility issues.
I am still redesigning the proposed storm infrastructure and coordinating with Vectren.
The crew was supposed to start the storm installation last week but discovered a gas line is going to be in their way. I am trying to revise the design to reduce the pipe size but the gas main may still need to be relocated. I contacted Christine M. and Norbert Herber (1008 S Highland) to let them know of the delay.
I met with the new owner of 1008 S Highland to discuss his concerns/questions about the upcoming storm sewer project. This is certainly going to affect the front of their property so we need to proceed cautiously.
I also mentioned to Christine that I have not been able to reach the resident at 1280 E Southdowns and she suggested I just knock on her door. I did that and spoke to a woman and explained what we intend to do on Highland Ave. She was fine with the work.
I met with Christine to discuss our upcoming project to install new storm infrastructure downstream and to replace her driveway culvert. She said she is happy to see the downstream work but is concerned about how her drive will look after we replace the culvert and she hasn't had the water back up in her yard for awhile. We determined we will leave her driveway culvert in place and continue to monitor the flow to make sure the culvert pipe functions adequately.
I emailed Christine Matheu (1016 S Highland Ave) and left a voice message for Mr Ludwig (1010 S Highland Ave) regarding the start of a storm project in the next few weeks. I also tried to reach Ms Herring (1280 Southdowns) but have been unable to get through.
John Langley asked me to contact the residents to inform them of the proposed project. I have gotten contact information from our Customer Service Dept and will contact residents next week when I have a better idea when our crew will be available to begin.
I ordered materials for storm sewer replacement on Highland Ave.
Scheduled to be completed 2015.
I am still waiting for T&D to pothole the water main. When I asked again last week, I was informed both vactors were inoperable.

I called Christine to let her know we have completed a preliminary design for replacing the driveway pipes, etc along Highland Ave. but I need to get the depth of a water main we have to cross before we finalize it. I also told her I want to discuss the proposed work with her neighbors so everyone knows what will be done. She appreciated the information but still questions the pond and doesn't understand why we can't make the pipe coming out of the pond smaller. I tried to explain we have look at the design and believe we cannot modify the outlet but told her we would look at that again to make sure. But we do want to get the correct size pipes downstream to make sure the water doesn't back up like it does now.
I ran by this morning during the large rain event and made sure the pond was functioning correctly and observed the runoff. It seems very clear that the drive pipes along Highland Ave are undersized. Jake has been working on a design but was out sick today. I will check with him in the morning.
Pat Murphy spoke to Christine this week and discussed the options.
Christine and I spoke again and she said the pipe is not helping and it needs to be extended further east and that it is unsightly. I explained this was to help turn the water east so it wasn't exiting the pond aimed toward her house. We are still looking at the need to replace all of the driveway culverts on Highland Ave because they are undersized. I explained there was no way to bury the pipe and fittings we installed because of the ground elevations. I don't know what to do about the fact she does not like the look of it.
Christine left a voice message wanting to discuss the pipe that was put in. She said it is not working; her yard was flooded again. I returned her call but she was not in and I left a message.
I replied to Christine with the following: Not without completely redoing the pond. The pipe would have to be replaced to be the correct size, the outlet control structure would have to be moved, the pipe under the trail would have to be replaced to flow from west to east and the pond would have to be regraded to flow to the new outlet location.
Christine sent a response email saying: Isn’t there a way that the pipe at the east could be the main conduit out to Tarzian Lane? The water lands in this location anyway.
I replied to Christine with the following: The small pipe just goes east through the embankment to the ditch on the west side of Tarzian Lane. You are correct, it shouldn't take long to install the fittings but we will have to call for utility locates and then get the work scheduled with our crew. We will definitely want to get it done while the ground if frozen so there is less impact from equipment. I will keep you informed.
Christine sent a response email saying: Why in the world would they have even considered making the pipe drain at its current location, given the number of turns it requires to get to South Downs? Someone was asleep on the job. To where does the small drain pipe from the east end of the pond drain? Do you have an estimated time frame for the fittings installation? This can’t be that difficult a procedure, yes?
I replied to Christine with the following: It's actually all one pond, it just has a trail running through it so a pipe under the trail was required. There was only one outlet planned for the pond and that is the one you see coming out of what you call the west pond. At some point, it appears someone has installed a small drain pipe out of what you call the east pond -- we don't currently have intentions on having that pipe removed because it is not adding to the problem. I don't have the exact timing on the fittings but will follow up when I know more.
Christine sent a response email saying: Thanks, Jane. I would agree draining significantly more water from the west pond into the east pond would help alleviate all the water coming into my yard near my house. It still sends the same amount of water into my drainage ditch along the street, which is still an issue but perhaps not as big an issue as the amount coming through the current pipe at the west pond. When will you be installing the fittings on the west pond outlet pipe?
I sent the following response by email: We are still looking at options/issues. So far it appears the pond was constructed relatively as planned but we are trying to determine if reducing the outflow pipe could result in the any flooding of houses around the pond in the larger storm events. We have also determined all of the driveway culverts on Highland are undersized (even without considering the flow from Deer Park) but technically driveway culverts are the homeowner's responsibility so we're still trying to determine how to address this issue. We also still want to install a couple fittings on the pond outlet pipe to turn the flow easterly. I will keep you informed as things continue to progress.
