Other: I live across the street from Juannita's Mexican Restaurant, located at 620 W. Kirkwood Avenue. It is a residential neighborhood with several small businesses in the area. Since Juannita's opened in August 2013, they have routed music through an exterior speaker at a significant volume. I am able to hear this music clearly in my living room and bedroom, making it difficult for me to concentrate, relax, or at times even to sleep. I have called the restaurant staff on multiple occasions asking them to keep the music down. I have sent them a written request to the same effect. I have called the police on three occasions. I've seen no long term effect. It seems that the exterior speaker is unnecessary and in violation of Bloomington's noise ordinance, given its location in a mostly residential area. I need to be able to relax and concentrate in my own home, but at this time nothing I've done has had a lasting effect. Please let me know if there are any steps I can take through the city to ensure that my right to quiet enjoyment is respected from this point on.
