Kathy, I believe I saw the other day what this person is talking about.... when you are north bound on 37 and take the east bound exit onto 46 and go under the overpass for Arlington Rd, the drain on the bridge is dumping a lot of water onto the cars as they pass under the bridge. I'm not sure if it's a "burst pipe" though.
