I met with the owner of 511 W 4th St (Doug Wissing) on Tuesday and explained the concerns of his neighbor. He is not anxious to have holes drilled in the sheet metal on his building but said he would have his janitor keep an eye on the grate in the alley and try to make sure the leaves don't build up. I called Ms Glushko and told her this and she still thinks a few holes should be drilled and she is going to talk to Doug about it.

I called Ms Glushko to let her know that it seems Mr Wissing was given permission to place the sheet metal and I don't think that can be changed. I told her that our crew cleared the vegetation on the west side of the alley to allow runoff to flow that direction if the grate is clogged. I also told our crews to make sure they keep an eye on this drain. She insists that holes need to be drilled in the sheet metal on the building. I told her we can't do that because it is not city property but I would try to contact Doug and see if that is a possibility. She also said the city changing their leaf schedule is part of the problem and that the city neglected the leaf pick-up in her neighborhood last year. I explained I do not have any control over that but would forward her leaf complaint to the correct department.

I have not gotten with T&D to try and clear the area of debris because they need the vactor and it is back up at Fleet Maintenance again.

I visited the site and cleared the debris off the grate in the alley. There is sheet metal across the grate that was in the side of the building at 511 W 4th and also across the opening on the west side of the alley. The city did not install these. I believe the property owner at 511 installed them. I found an email from 2006 from Justin Wykoff indicating the property owner (Doug Wissing) wanted to have "Kirkwood Design Studio/Umphress Masonry work on options to enclose this area in a more aesthetic fashion" but I do not see any response from CBU. I don't think we will be able to remove the sheet metal but I will get with T&D to see if we can clear a small opening that still exists on the west side.

I returned Ms Glushko's call and she said the problem is in the alley adjacent to her rental property at 517 W 4th. She said the neighborhood had a grate put on the building to allow water to get into the canal drain but the city came in and blocked it off with sheet metal. Can this be changed because it's not adequate? She said there is a drain in the alley but it gets blocked and she is worried about her house flooding.
