This problem is for the State of Indiana to repair. I contacted the correct office and reported it. I was told it will take up to 8 weeks for them to look into this. I could not call the customer who reported this, as they left no contact information.

Kathy, I've seen this happening, myself. It's a drain on the bridge where, either, the pipe under the bridge has come apart from its connection, or the pipe under the bridge is broken. I'm not sure whose responsibility this would fall under.
