Other: This is my second official noise complaint against Juannita's Mexican Restaurant, located at 620 W. Kirkwood Ave. Bloomington, IN 47404. The restaurant staff uses outdoor speakers to play music that can be heard outside property lines--I live across the street and can hear this music in my living room and bedroom, at times clearly enough for it to disrupt my sleep. I have complained directly to Juannita's management by phone, email, and in person on several occasions, to no lasting avail. Last May, I submitted a uReport regarding this issue and received a prompt and professional response from Jason Carnes, the Assistant Director of Small Business Relations. Mr. Carnes reached out to the Juannita's manager with a warning about the City’s noise ordinance, which seemed to be effective for a time. However, the music has recently become a problem again. I am a graduate student at IU, and dreading the prospect of facing another school year of being unable to concentrate or relax in my living space. Please let me know what further steps I can take to hold my neighbors accountable for this noise violation. Thank you, Kaitlin Mackenzie
Called and spoke to manager again. Informed him about the noise ordinance. Not only must the music stop at 10pm but it has to be low enough that it can't be heard outside the property line. Told him this is his second verbal warning and next time he'll receiving a written warning.

Dear Kaitlin, Thank you for your report via the City's uReport system about noise from external speakers at Juannita's restaurant. Jason Carnes is out of the office today, but upon his return he will follow up with the restaurant and remind them of the early May 2014 conversation he had with the manager about the City's noise ordinance. If -- after Monday -- this continues to be a problem, you should feel free to contact the Bloomington Police Department at (812) 339-4477 to file a formal noise complaint, or contact Jason directly at carnes@bloomington.in.gov or 812.349.3419 and he will take additional steps with the restaurant and formal channels if necessary. Jason - can you follow up with Kaitlin on this? She didn't leave a contact method in her uReport report, so I'm hoping you have contact info. And, also follow-up with Juannita's. This is the second complaint we've had in general about outdoor speakers (not just Juannita's).
