Emailed the 2014 and 2015 city officially closed dates. (from HR kb article) Also added the 2014 and 2015 dates to the city holiday calendar in the CMS.

I emailed Jeannette that we currently have the Webmaster position "open". once we fulfill this position we can address who should maintain this city holiday calendar, or possibly remove it if it is not going to be maintained.
