Other: I called the Bloomington police department this evening to report a noise complaint (someone in the apartment complex adjacent to mine is playing incredibly loud rap music). I was told by someone on the phone that the noise ordinance in Bloomington does not start until 11 pm, however, section 14.09.030 states that "Sound that is clearly audible to a person with normal hearing from any place other than the premises from which the source of the sound is located, when the sound occurs between the hours of nine p.m. and seven a.m., is prima facie evidence of a violation of this section." The lady was pleasant, and told me that she would send someone over to look into it, but she was convinced that the city of Bloomington's noise ordinance did not go into affect until 11 pm. Might be worth looking into.

Notice sent to BPD employees about the error and the notice also included a copy of the Municipal Code with the correct times for the noise ordinance.

Emailed her with a link to the ordinance, thanking her for sending in the request. I also said that we will make sure that everyone is informed about which type of noise applies to which time (amplified, fixed, non-fixed). I also sent her a list to the Quiet Nights program and Noise page on our website.

I think everything was figured out here, but I just wanted your department to see this one. I think it depends on the ordinance in regards to times and when the noise ordinance goes into effect.
