I've created an issue in Github to build his feature request. I also sent Bill an email about it
Other: I wanted to report a pothole, so I first looked under "Streets", but there was no place there for potholes. I then looked under "Hazards", but there wasn't a place there either. I finally found it under "Most Popular". It's OK to put things under "Most Popular", but they also should be under the category that they logically fit under.
Most tickets of this type should be closed within 2 days, although some cases may be longer. 0 days have already passed.

I sent an email, thanking him for the idea. I've added the request as feature in the Github issue tracker.
This makes a lot of sense to me. Is it possible to have the same category linked under two different headings?
