Other: To whom it may concern: I'm writing today about the intersection of S. Hillsdale Dr and E 3rd St in Bloomington, Indiana. Specifically, I'm concerned with the functioning of the traffic signal at that intersection. In short, because the stop line is set pretty far back on Westbound lane of E 3rd St, Westbound drivers rushing through the yellow light have to go a very long way, much longer than those of us using the yellow to make a left turn northbound onto Hillsdale (when there is traffic, there is no choice except making left on the yellow). I'm not doing a great job explaining it here but given the long set-back, it seems odd that both of those lights turn yellow at the same time. I'd be happy to explain better via phone and/or someone could easily observe this dynamic at said intersection. Thanks

Mr. Saitta, Thank you for informing us about the operations at the intersection of S Hillsdale Dr and E 3rd St. I've been out to watch the intersection and believe I understand your concerns regarding the difficulties for left turning traffic off of Hillsdale. This signalized intersection is specifically listed in the City's Transportation Improvement Program (TIP) and is funded for improvements. The project has not yet been designed and would likely start construction in 2016 or 2017. As part of this project we would certainly consider your input and work to improve the situation you describe. Unfortunately, the existing hardware at this intersection doesn't allow us to, for example, extend the westbound time beyond that of the eastbound time. However, we will be meeting with the Street Department to determine whether or not a more near-term improvement is feasible. It may be possible to replace some hardware and potentially provide exclusive signal phases for the left turning vehicles. It is also possible that upgrades will not be possible without the larger, already funded project.
