Legal suggested directing this inquiry to INDOT. Sent the following email: Mr. Stuckey, Thank you for contacting the City of Bloomington with your concern regarding the excessive growth on the Highway 45/46 bypass at the Eastgate Lane intersection. Because the bypass is a state route owned and maintained by the Indiana Department of Transportation (INDOT) this issue is out of our jurisdiction. I suggest that you contact Hillary Lowther who is the Traffic Engineer for the INDOT Seymour District with your concern so that she and her staff can evaluate and follow-up on your concern. This intersection and Highway 46 is an INDOT owned and maintained facility (SR 45/46 Bypass). Checking with legal on City's responsibility for this and similar inquiries.
