Future signal timing project and coordination with INDOT
Other: The traffic on West Third Street is consistently HORRID. The timing of the traffic lights desperately needs to be changed. Especially around peak times, like morning rush, noon-ish, and 5:00pm, traffic is so backed up and the traffic lights are so poorly timed that barely two or three cars are making it through a single light. What should be a 15 minute drive to-and-from work for me (even with some normal peak traffic factored in) but it usually takes about 45 minutes. PLEASE have someone from your department attempt to drive from downtown to the West side of town via W. 3rd street so you can see first-hand how awful it is and how poorly timed the lights are. It doesn't make sense for one light to turn green if the light ahead of it is still red and the cars are completely backed up. Nobody can go anywhere! My car has overheated a few times from remaining stagnant for so long. Please have someone do something about this and PLEASE have someone from your office try it out for themselves during a peak traffic time. It is unbelievable and ridiculous and needs to be adjusted.

Provided Taylor the following response: Thank you for taking the time to share your concerns about the congestion and signal timing on West 3rd Street via the City's uReport system. I am familiar with the issues associated with this stretch of road as it is my regular commute to and from work. I regularly experience some lengthy backups, especially around the 5:00pm time frame. The City recently submitted an application to the Bloomington/Monroe County Metropolitan Planning Organization to fund a project to update the City's traffic signal timing. The application process is moving forward and I hope to have the project underway by early 2016. I'm looking forward to seeing the benefits from that project and suspect you and many others will too. West 3rd Street is a challenging stretch of road. We have lots of traffic, busy intersections in close proximity to each other, a jurisdictional boundary between city maintained signals and Indiana Department of Transportation (INDOT) signals, a unique challenge at the Wynndale/Franklin intersection, some coming changes with the I-69 construction project, etc. I will share your comment with INDOT's area Traffic Engineer and we will continue to monitor this area looking for ways to enhance things.
