Other: My neighbors house at 1205 South Lincoln has garbage strewn all over the backyard that has been there for months. There are sometimes rats in the alley behind their property. The yard faces an alley that runs between Lincoln and Grant; viewed from the alley, the yard is a real eyesore. Can someone please ask them to clean up their garbage?
