Provided the following email response after provided background information from Tom Micuda: Ms. Taylor, Thank you for submitting a uReport inquiring about the prohibited left-turn movement from Patterson Drive onto South Adams Street. This movement is prohibited per a City Council directive provided during the approval process for The Dillon apartment development. The City Council was concerned that pedestrians crossing from the east side of Patterson Drive to the west side of Patterson Drive would have too far to cross if a dedicated left turn was added for the new signal at Patterson and Adams. As a result, they required the width of the intersection to be reduced as part of their rezoning approval. As a result, the pedestrian refuge and the no-left turn prohibition was installed on the south Patterson Drive intersection approach.
