I returned his phone call and he said he had a bad encounter with his neighbor to the east (109 N Lexington) because he is dumping yard waste into the ditch between their properties and causing problems. He wanted to know if the city could do anything. I explained this area is not a dedicated drainage easement, it is a small platted utility easement and that unfortunately this is an issue between the property owners. He understood and appreciated the information.
