We believe we solved some of the problem by fixing the upstream hydrant and will continue to monitor the area.
Phone Call: He left a VM indicating he has property at 104 S Jefferson and there are drainage issues between the city and the edge of the grass. He called Street Dept first but was told it was a utility issue.

There is little we can do in this location but will continue to monitor the situation.
I am still waiting for information on grads in the area. I also was told by T&D that the hydrant upstream of this location was leaking and they have fixed that so we are hopeful that helps.
I checked GIS and this is not a No Parking area as he indicated.
I returned his phone call and told him it is a difficult area because many of the ditches that used to be in this neighborhood have been filled in and parking areas created. He said there is a no parking sign on that side of the street so there shouldn't be parking anyway. I told him I will have our staff take some grade shots to see if there is anything we can do.
