Other: There is a person by CVS on North Walnut who is shining a light or something that causes a person to have severe vision problems momentarily. This has happened to me several times. I see something like stars for several minutes and then it goes away. I prefer not to give my name, but this is something I have experienced several times in this area while out walking. This is causing a major safety concern and is a severe disturbance. I believe there is a person doing this or a person is programming a piece of technology to do this. I've been the victim of several assaults in Bloomington besides this specific problem.
