Found the content that was originally linked at a new address on FEMA's website, and updated the link so it isn't broken.

I found the broken link you were talking about. It appears FEMA has re-organized their website since the last time we've updated this page. I have searched for the content in question, and found it at another address. I appreciate that you offered a helpful suggestion for an alternate link, but I'm afraid I will decline your suggestion. Generally speaking, we only link to resources from projects that have an official affiliation with the City of Bloomington, or a government authority. Thank you for sending us your report!
