Other: I'm in Bloomington quite often and like shopping at Walmart and Target, but I'm handicapped with a permit, but can never find a handicap space because everyone is parking illegal, I have never in all my years seen anyone being ticketed in these lots. I'm sure everyone else like me has thought about shopping elsewhere.

I know Wal Mart is outside of the City, but I think this goes to you guys for the Target issue.
