Other: On 12/3/15, I parked at a meter on Kirkwood in front of the library. I used my debit card and wanted to pay for three hours of parking. The meter would only give me one hour; it did not give me the option to add more time the way most of the meters do. I had to insert my card three times in order to get the desired amount of time, but I see that I was charged the 30 cent convenience fee each time.
