Other: New traffic light installed on second street at twin lakes. Specifically in the morning during rush hour (7:00-8:00), traffic that is heading east on second street backs up because of it. Traffic can be backed up all the way to the other traffic light at Basswood Dr. The light changes quickly to allow 1 vehicle to come out of Millenium Apts but doesn't change back quickly to allow the traffic to flow on second street.
