Thank you for the nice feedback on our mobile site. We developed that in house. It is a modified version of our custom CMS system: https://github.com/City-of-Bloomington/civic-cms We are in the process of migrating our site to a Drupal based system. Currently, the new version of the site is available as a public alpha site so that we can solicit feedback before going live. The new site is using a responsive design approach so that we don't need to maintain two separate versions (mobile and desktop) of the website.
