Other: The construction crew on South Sare road at the new apartments started setting up safety barrels at 7:45am. They blocked traffic for 10 min. They had no signs up, and there were to many of the workers standing and talking to the flaggers keeping them distracted and in the road making the conditions unsafe to the workers and motorists. One worker was laughing and turned without looking and almost got hit by 1 of the many drivers that were forced to turn around in the middle of the street due to being late for work and very long lines. Several of the workers did not have their safety helmets or safety vests on. And the last several work days they have left the road in muddy conditions making the road slippery when it rains. I live in the apartments adjacent to the construction site and have witnessed cars slightly sliding when they have to hit theirs brakes quickly due to the heavy traffic and the heavy population in the area. Please have the crews take care of the safety issues and concerns. I know when I was inspecting for smithville communications during their mass construction a few years ago that I was asked to have the crews I was in charge of to wait until after 8am to set up any work that required a flagger unless it was an ongoing job and the barrels were left out from the previous day with a temporary stop light and warning signs.
