PUD does stand for "Planned Unit Development." A PUD is a special site specific zoning district that creates unique standards to allow for flexibility in design for a developer and more discretion for the City Council in what they can require. It's a negotiated change in zoning that is reviewed by the Plan Commission and then ultimately approved or denied by the City Council as a change in the City zoning ordinances. DUE stands for "dwelling unit equivalent." This is concept created by the Plan Commission and City council in 2005. It gives multi-family developers an incentive to build smaller apartments and a penalty for building larger units. With this requirement, a 3 bedroom apartment is looked at as 1 DUE. A 4 bedroom apartment is looked at as 1.5 DUEs and a 5 bedroom apartment is looked at as 2 DUEs. A 2 bedroom is 0.66 DUEs, a 1 bedroom is .25 DUEs and a studio apartment is 0.20 DUEs. For example, on a piece of land where a developer can build 10 units, this could be 10 3-bedrooms or 15 2 bedrooms or 40 1 bedrooms or 50 studios or only 6 4 bedrooms or 5 5 bedrooms.
