Phil Peden was able to determine that T&D was onsite as incident was happening. Someone's trash bag had covered the inlet. Once bag was removed, water immediately receded.

Joe Perry had guys out there while it was happening and found that someones trash bags had got swept down by the water and covered the inlets so they couldn't drain. As soon as they removed the trash bags the problem was resolved.
