Other: I was stopped at the intersection of Woodlawn and 17th street at the new light. I was attempting to make a left turn to proceed west on 17th. It was after midnght. I there was no east-west traffic at all which had the green. I waited for 4 minutes and no change. This intersection controller needs to be checked to make sure it will switch the opposing traffic to green upon sensing a vehicle promptly if there is no east-west traffic.
