Late night flashing operation is being removed from all of Bloomington's traffic signals to reduce crash risk. National safety studies have found that crash rates are higher at traffic signals when they operate in flash mode. Elimination of flashing operation has been shown to be particularly beneficial for reducing right angle crashes and other crash types that frequently result in injuries. Elimination of flashing operation is also beneficial for pedestrians. Even though pedestrian activity is generally much lower late at night, pedestrians that travel through an intersection with flashing operation do not receive any guidance from the signal to indicate appropriate crossing opportunities. Here in Bloomington, we have also specifically heard concerns that late night flash operation allows vehicles to travel very fast down some corridors without any signal progression to encourage appropriate speeds. We recognize that removal of late night flash may be an inconvenience. Some traffic signals do not have adequate detection (both pedestrian and vehicular) to fully optimize the signal timing during low volume periods. Without that detection you may observe that some signals give green indications to side streets even when no one is present. We will be evaluating and prioritizing locations for improved detection in order to make these signals more efficient.
