Traffic Signals:

Other: *********2ND REQUEST******** uReport City of Bloomington, Indiana – John Hamilton, Mayor Login Cases Locations Report a problem open #156479 Traffic Signals: Other: Why are so many traffic lights now running 24 hour cycles instead of the yellow flashing late at night? Particularly troublesome lights are on South Walnut by the Herald Times, Henderson and Hillside, Lincoln and 3rd, Washington and 3rd. This switch was made about three weeks ago and is becoming quite annoying. This is a duplicate uReport. The following email was sent. Mr. Kugler, I apologize for the delay in responding to your inquiry regarding the removal of late night flash at traffic signals. I'll try to briefly answer your question below, but please feel free to follow up with me for more information. Late night flashing operation is being removed from all of Bloomington's traffic signals to reduce crash risk. National safety studies have found that crash rates are higher at traffic signals when they operate in flash mode. Elimination of flashing operation has been shown to be particularly beneficial for reducing right angle crashes and other crash types that frequently result in injuries. Elimination of flashing operation is also beneficial for pedestrians. Even though pedestrian activity is generally much lower late at night, pedestrians that travel through an intersection with flashing operation do not receive any guidance from the signal to indicate appropriate crossing opportunities. Here in Bloomington, we have also specifically heard concerns that late night flash operation allows vehicles to travel very fast down some corridors without any signal progression to encourage appropriate speeds. We recognize that removal of late night flash may be an inconvenience. Some traffic signals do not have adequate detection (both pedestrian and vehicular) to fully optimize the signal timing during low volume periods. Without that detection you may observe that some signals give green indications to side streets even when no one is present. We will be evaluating and prioritizing locations for improved detection in order to make these signals more efficient. Thanks again for submitting this concern and please let me know if you have additional questions.
